Evidently Saguru's father is 'Metropoltian Chief of Police' aka 'Commissioner Hakuba'.

As far as manga, there are quite a few places. ScytheGP has just released a cleaned up version of the first volume of Magic Kaito. Current English scans are being translated on the DC Proboards (http://edogawa.proboards48.com/), and a better listing of people who host the manga are farther down on the poll entry of my LJ.
