Hmm....well...

Incest <- At first I was immediately all "I say No, 'cause they're not two separate persons who are closely related at the gentic level." Then I went back and thought about it and was like "Oh, shit - they are. Kinda. Hmm...." *>.<* Roxas is Sora's Nobody, but they don't look exactly the same, so we can assume they have different DNA - but how different? Would the comparison of their genetics look like a comparison between siblings? A parent and a child? I suppose I just don't see it as incest because they aren't family, you know? "Incest" is so wrong for the perversion of the bonds of family and trust, not just the physicality, that it doesn't fit them, as much as it does. *tries not to think about this too hard*

Incest <- Unless it's just an AU where they're twins, I don't think this applies. Different hair/eye color doesn't make them two completely separate individuals, but aspects of a same person according to me.

Mutual masturbation <- I don't recall a time they were on the physical plane at the same time. D: Metaphysical, yeah, but...does that count? ...well, I guess Roxas could always take over their mutual body at some point. *rubs chin*

When Sora committed Sora-cide and release his and Kairi's Hearts, you could say that Roxas and Naminé are technically their children. With parts of their souls, but then they developed their own personalities.
