Offical National Police Website and in English. Page 10 of their overview of the police has pictures of the rank insignia along with names in Romaji and english translations.
A 'You're Under Arrrest' police overview site from 1999. Still contains interesting information. The information on women in the police force (bottom of this page) gives interesting insight to Sato and Yumi. Work hours and procedure.
Wikipedia has an entry on it. *pokes it suspciously*where were you two weeks ago?
Japanese Police Organisation overview
... still can't quite figure out which Division is what. Megure = Division One, Nakamori = Division Two, and according to OVA 6, Division Three is Theft.
And last, but not least: The Japanese Police Versus Darth Vader!!!
