And the latest DC file answered a question of mine that I've been wondering.
Section 1 = Homicide (Megure's Dept)
Section 3 = Theft, robberies. (this was mentioned in OVA 6)
Section 2 = Gets handed the Kaitou Kid Heists, which would normally be Section 3. No idea what 2 usually covers, but it does explain why Nakamori-keibu is Section 2.
One step closer to understanding!
