Hm. The very beginning of the fic is actually in past tense, up until "He doesn't quite know where to put his legs," at which point you switch to present (mostly). I'd say you can treat each section separately, if you really want, as long as you're consistent within the section. So "not a fish" works for both past of present (was not a fish/is not a fish), but after that you have to pick one and stick to it.
Read through the whole thing, section by section, slowly-- or wait until I get my computer back from the shop and I'll beta it for you.
